SEK 165 675 000 for Torsboda Syd

Infrastructure investments, efforts to attract immigrants and training initiatives are some of the contents of the agreement between PTL and Torsboda Industrial Park. SEK 165 675 000 is the price for the industrial land. Torsboda Industrial Park AB has now reviewed the confidentiality of the agreement signed with PTL in the spring to establish a battery parts factory in Torsboda. Parts of the agreement are now being made public.

Torsboda Industrial Park is responsible for making the land ready for establishing companies in terms of, for example, detailed plans, roads, water and sewage to the industrial park, while the companies themselves are responsible for the groundwork on site. The infrastructure is needed for all future establishments in the industrial park.

- We believe that in the long term this will not burden taxpayers, but that we will recover the money invested for logistics and implementation as the land areas are sold. In the same way, the efforts for our community development provide more inhabitants, which in turn leads to increased tax revenues," says Stefan Dalin (S), chairman of Torsboda Industrial Park AB and chairman of the municipal board of Timrå.

The municipalities are responsible for, among other things, creating educational opportunities that match the needs of the battery industry, working actively to attract immigrants and creating an "international house".

- It should be easy to move here. We can help with practical matters such as housing, schools, healthcare contacts and leisure opportunities. We also invest a lot in meeting the entire business community's need for skills supply with various training initiatives," says Niklas Säwén (S), vice chairman of Torsboda Industrial Park AB and chairman of Sundsvall Municipal Council.

- "The commitments in the agreement go hand in hand with the development journey we still need to make," says Andreas Sjölander (S), Chairman of Härnösand Municipal Executive Board. "Investments in education and attracting new residents to us are essential if we are to continue to develop welfare.

Land price

PTL paid SEK 165 675 000 for the land at Torsboda Syd, which corresponds to approximately SEK 250 per square meter. The price is higher than previous prices for industrial land in the area.

- "This is an extremely good location for energy-intensive industry, which has resulted in a very reasonable land price. We also believe that PTL's establishment increases the value of other industrial land in the vicinity," says Christian Söderberg, CEO of Torsboda Industrial Park AB.

Not everything is public

Parts of the agreement remain confidential.

- It is natural that parts of business deals do not become public. For example, this could be information about timetables, technical solutions or a company's plans for the future. We also protect our own negotiating position in discussions with other customers," says Christian Söderberg, CEO of Torsboda Industrial Park AB.

Initiatives and commitments

International House
A service function that will help international workers, international students and talents who move to our region to get into Sweden and our region in a smooth way. This may involve piloting in official matters, help with obtaining a Swedish bank account, finding housing, school or education or work for an accompanying partner.

In Sweden, there is currently an International House in Gothenburg and more are on the way. Attracting international talent is important for both existing employers and new entrants, and the competition for talent is fierce, not just in Sweden but all over the world. Getting a good reception and practical help when you are new to a country can determine whether you choose to settle there permanently.

Talent attraction
There are many different actors working on talent attraction and skills recruitment. The municipalities will cooperate with these as the entire region's business community and public sector are in need of skills supply. Within the framework of a regional project (SAM), we will identify more precise forms for how we will work. This could include, for example, how employers in the region can meet potential employees from all over the world. We will draw on the experience of other successful recruitment initiatives in order to make efforts that have the greatest impact.

Educational Center
Sundsvall, Timrå and Härnösand municipalities in collaboration with Mid Sweden University and other educational institutions can offer the workforce in the new green industry and its associated social transformation a range of educational opportunities. There is already a wide range from upper secondary level, vocational education and training, and vocational education and training up to university level. Adult education has the flexibility to respond quickly to emerging training needs.

We already have well-developed educational environments with Mid Sweden University in Sundsvall as the main location. Campus Härnösand has, among other things, an energy technology laboratory and VR environments.

Business support
We will seize the opportunities that come with major investments to benefit our region. There are 13 billion opportunities here! Together with the municipalities, Torsboda Industrial Park will support establishing companies and subcontractors in contacts with each other, authorities, local residents and inhabitants. We have already seen that this is an important function that is of great benefit to establishing companies.

Pedestrian and cycle path
Timrå municipality is responsible for extending the illuminated pedestrian and cycle path from Söråker center to Torsboda Syd.

Traffic sites
Torsboda is responsible for one permanent and one temporary traffic site. For the temporary interchange, Torsboda pays for the planning and design while PTL pays for the actual construction.

Moving a stream
A stream running in the South area needs to be moved and Torsboda is paying for it.

Felling
Torsboda is paying for and carrying out felling in the South area. The work is largely completed.

Permanent water and sewage
Torsboda is responsible for providing permanent water and sewage in the industrial park. The companies that establish themselves pay the connection fee and consumption.

Timrå Vatten AB, through Mittsverige Vatten och Avfall AB, is building a wastewater treatment plant in Söråker and expanding the pipe network to supply the industrial park, the Midlanda area and a growing Söråker with improved drinking water and sewage. Torsboda will bear the costs for its part of the project, including the connection to Torsboda Industrial Park. Thanks to the construction, Söråker will have a more secure redundant water supply, a back-up in case of problems with the water supply, for example.

Redundant power line
To enable establishments in Torsboda, a redundant power line is required, which is a safer line. If something breaks, another part can take over. The law states that this is required for consumption above 100 MW. Torsboda is responsible for planning and applying for a concession, a permit. Eon plans to build the line between the existing station in Bandsjö and Torsboda. Torsboda pays for the studies to prepare the work. Establishing companies then pay for the redundant power line and construction.
